7 Lenses of Transformation publication

The 7 Lenses of Transformation was created as a practical guide to understanding complex change, providing a consistent framework and shared language for designing and evaluating large government programmes.

I led the creation of 7 Lenses with Tom Le Quesne of the Infrastructure and Projects Authority as part of my work at the Cabinet Office. The guidance was developed through collaboration with colleagues experienced in leading large-scale change, supported by external experts. The published guide consolidates that experience into a practical tool for organisations undertaking complex reform.

The launch was marked by a session at the Digital Leaders National Digital Conference on 21 June 2018.

Colleagues developed the work further, including the 7 Lenses maturity matrix tool, which was published in September 2018. The work was refreshed by the Government Project Delivery Profession in 2025.
