US Federal Government: Accelerating digital transformation

Kevin Cunnington and I interviewed the Chief Information Officers of 12 of the largest US federal agencies, and Federal CIO Clare Martorana, to identify reforms that the incoming administration could pursue to accelerate digital transformation across the federal government. The report was published by Global Government Forum at the outset of the 2024 presidential transition.

The CIOs highlighted clear progress in areas such as addressing urgent cybersecurity risks and deploying funding through the Technology Modernization Fund (TMF). However, they also identified uneven progress across agencies, particularly in legacy technology modernisation and workforce capability.

The report sets out common themes and makes recommendations on funding, the role of the digital centre of government, the federal technology workforce and the responsibilities of agency CIOs.
