NHS Digital Leaders report

I led a report for Global Government Forum identifying four reasons why digital progress in the NHS stalls, and practical steps to address them.

A Fresh Mandate for Digital Leadership in the NHS is based on research interviews with chief digital and information officers in NHS trusts in England. It sets out the systemic enablers needed to deliver national digital ambitions, from prioritising digital as a strategic profession to clarifying the role of the digital centre.

The report was published three months after the 10 Year Health Plan, as NHS England was being brought into the Department of Health and Social Care, with digital positioned as central to reform.

We held a launch event on 17 October 2025, with a keynote from Sir Jim Mackey, Chief Executive of NHS England. The discussion brought together senior NHS leaders and 200 delegates, including technologists, clinical staff and suppliers from across the system.

I also hosted a stream at Innovation 2026 to continue the discussion and explore how the recommendations can be taken forward.
